Anyone submitting Legislation on State or Federal level must be written in "PLAIN" Language so that anyone with an Elementary education could read and understand. Bills can't be "piggybacked" with other legislation. No deals...just straightforward.
Why is this important?
When state or federal legislatures create and sponsor bills they must submit all written proposals in PLAIN Language,; Not attached unrelated issues or additional PORK! For example, Senator A. proposes that all Senators and Representatives must be physically present for all votes...let's just say. That may be an impossible request given how things are currently run in government. Senator B.
can't add a highway program or daycare in this Bill. No piggybacking
