The government cannot be shut down due to action or inaction by the President or Congress. Funding of Government must be independent of arbitrary action by either branch. The separation of powers act will be the guideline.
Why is this important?
A government shut down is reckless and arbitrary. For national security we must have a fully functioning system within all aspects of government. We cannot pass the cost on to our government workers, contractors or parties reliant upon a stable economy.
