Beginning with each new congress, "net taker" states are prohibited. Every state's "account" with the federal government must be in the "black" by the end of each congress (2 years).
Why is this important?
I live in Kentucky, but was very upset that the House of Representatives failed to pass legislation for the states affected by Hurricane Sandy. Federal disaster relief should not be political. On the other hand, given all the concerns about the federal debt and deficit, I think we should shine a light on the role of the states adding to our federal financial woes. Many states take far more from the federal government than the give in return.
