No Nuclear first strike by the US without Congress approval

With the appointment of John Bolton as National Security Adviser the US is now moving very close to a Nuclear first strike on Iran or North Korea. In a recent Wall Street Journal article (Feb 28, 2018) Mr Bolton writes: "It is perfectly legitimate for the United States to respond to the current “necessity” posed by North Korea’s nuclear weapons by striking first."
This is to petition Congress to URGENTLY pass a resolution or law by which no President will have the ability to do a first Nuclear strike against any country without the explicit authorization from 2/3 of both chambers of Congress.

Why is this important?

I am starting this petition to prevent a completely insane and potentially catastrophic Nuclear war.
