No Special Session Per Deum Pay

For years the Legislature has seemed unable to finish their work in a timely manner and have to call a Special Session. The Legislators get paid extra for each additional day PLUS a per deum amount. That amounts to rewarding poor work patterns and encouraging members to dig in their heels and drag out the pertinent issues. Don't reward poor work habits.
