Domestic horses need drug treatment to control parasitic, bacterial, and viral infections. Many of the drugs used to treat these illnesses are banned if the animal is send to slaughter for human consumption.

Prohibit the sale or transportation of equine or equine parts in interstate or foreign commerce for purposes of human consumption.
