There shuld be no laws(mandates) passed without the money to pay for whatever the law proposes. Schools and local government are bombarded with good intentioned laws and then told you figure out how to pay for it.
Why is this important?
Unfunded mandates. The Illinois Gneral Assembly likes to pass on the costs of it's laws to the local level. If they are going to pass a law, they should fund it and pay for it.
