Non-Voter Contribution Ban

Should the right to make campaign, PAC and other monetary political contributions be restricted to those eligible to vote in the election that those contributions are intended to affect?

Why is this important?

Why is any person, corporation, or even foreign government, without a right to vote in a given election, allowed to contribute even one cent to try to affect that election's outcome? A resident of one state is not allowed to vote in another state's election, and so should not be allowed to make contributions. A corporation is not entitled to a vote; every individual employee and stockholder may have the right to vote in a given election, and the choice of whom to support is theirs, not their boss's.
