To the Speaker and the Honorable Members of the Legislative Assembly of North Carolina. We, the undersigned request for your attention to these pertinent issues itemized below:
• Make an objective assessment of the safety of both the Prison Officers and the inmates they interact with especially those who oversee the mentally ill and those in closed custody prison facilities, where segregation units are utilized daily. The focus should zoom in on any possible brutalities meted on either party, abuse of power and discrimination among other concerns.
• Informed by the findings, allocate the necessary funding to equip concerned officers and the facilities with appropriate cameras to monitor and document any occurrence of such ills.
• Adequately fund this venture, even if it means rolling it out in piecemeal after piloting the initial implementation.
• Provide prison officers with favorable terms and conditions of work to motivate the officers to minimize frustrations among the workforce. Positive reinforcement will encourage them to uphold their work ethics and thereby enhance relationship between the officers and inmates.
• The officers who are tagged with the cameras should only be permitted to go over the camera data after they made their own independent statements prior to. This will ensure that, the information the officer gives in counter checked with the data collected by the camera to identify any disparities thus encourage accuracy and precision. This way, justice will meted out to the inmates.
• It is also anticipated that, these cameras will ensure that, in case an inmate has complaints of manhandling and cruelty, his or her legal team will be able to gain access to information that is accurate and the officers will be accountable for their actions since the information is already in records. Thus, justice for inmates will be enhanced to greater extents.
• Arguably, the expenses for all parties involved in a lawsuit will be reduced with the use of camera. This is because, the camera is able to get the videos of all incidences thus the evidence presented is self-authenticating. The camera will also show any history of editing if there was any; hence help the jury validate the data. Why is this important?
More then 90% of people incarcerated return back to our communities, many subjected to years of abusive treatment behind prison walls. People are incarcerated serve prison time as punishment for crimes against society, not to be mentally or physically abused. As a matter of Social Justice and public safety, the use of body cameras provides a method for responsible and humane oversight.
