No elected official - local, state or federal - shall run for a different or higher office while currently holding office. If any elected official wants to run for a different office than they one they currently hold they must resign from it before campaigning for that other office.
Why is this important?
Elected officials neglect the job they were sent to do in order to run for some other office.
