All states have fair representation in Washington. However, 8.5 million Americans living abroad do not have any representatives and are left to fend for themselves. With no voice in Washington, unfair laws are passed that affect all these people.
Many countries, such as France represent their citizens living in other countries and the US should do the same.

Why is this important?
8.5 million Americans are left without representation in Washington. Countries such as Italy send delegates abroad to represent their citizens. These delegates then go back to the respective countries to state their needs. We should have the same.
