Parliamentary Procedure for Congress

Change rules in Congress so that no amendment can be proposed which is not directly relevant to the main purpose of the bill.

Why is this important?

By current rules, Congresspersons can pose an amendment which can have little or nothing to do with an essential bill, which will almost certainly be passed. A case in point is the allowance of loaded guns in national parks, sneakily amended to the Credit Card reform bill, which passed.
