Pay Congress based on performance. Reduce pay (retoactively) if they do not pass bills over a set period. For instance, reduce pay 10% if no immigration bill in one year.
Why is this important?
Congress is not productive. Nothing gets done. Congress' approval rating hovers around 10%.
