Make any changes necessary in Delaware's motor vehilcle safety laws, so that child passengers in Amish horse-drawn wagon have the same protection (seat-belts or infant seat, and air bags, as do al modern vehicles permitted on public roads. If they cannot conform to that, bar them from traveling on public roads.
