A constitutional amendment mandating that any federally elected official or Cabinet member and their appointed aides and any state elected officials and their appointed aides should not be entitled to any backpay during government shutdowns caused by a failure to approve ongoing governmental budgets. Furthermore, these same officials should lose 1% of annual pension for every day of a shutdown.
Why is this important?
Elected government officials and their appointed aides should not be paid if they are not fulfilling their fundamental duty to guarantee the ongoing operation of government on the federal and/or state level.
