I believe the original intent of "riders" was to have a way to pass minor adjustments in legislation as oversights or flaws surfaced. However, for decades I have watched misuse and abuse of this ability. This must stop: No rider should be allowed to be attached to an unrelated bill.
Why is this important?
For decades, riders have been attached to bills. Some riders were so ill advised that legislation that was beneficial was "killed" because of it. Alternately, there have been bills (like the Federal budget) that have been passed inspite of totally unrelated riders that unfairly favored a select few...or harmed a great many because the original legislation had to pass regardless of the inappropriate rider(s). If these riders are so important, they should be debated on their individual merits and attached to related legislation, not used as weapons or sneak thieves.
