Proposed 28th Amendment to the Constitution

I propose that the legislature cannot pass laws that apply to the citizens of the United States that do not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the legislature that does not apply equally to the citizens of the United States.

Why is this important?

Military personnel only get 50% of their pay upon retirement. Members of Congress retire with full pay after only serving 1 full term. I propose that the legislature cannot pass laws that apply to the citizens of the United States that do not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United States.
