Protect Santa Fe's Old Pecos Trail Scenic Corridor from Rezoning

Protect Santa Fe's Old Pecos Trail Scenic Corridor from Rezoning
We, the undersigned residents of Santa Fe and homeowners of Sol y Lomas, Arroyo Chamiso, SENA and surrounding neighborhoods oppose the rezoning of 2200 Old Pecos Trail
RELEVANT INFORMATION
PROPOSAL FOR REZONING OF 2200 OLD PECOS TRAIL
The zoning change request does not meet the City of Santa Fe’s criteria for approval of such a request, which are set forth in City Code Section 14-3.5(C). If the City does not follow its own rules for rezoning, no parcel in Santa Fe that adjoins undeveloped property is safe from development that is not in keeping with neighborhood.
The zoning change request and proposed subdivision are contrary to the neighborhood preservation language in the Revised Home Rule Charter - Section 2.04. The neighborhood most relevant to the proposed subdivision is Sol-y-Lomas, which is characterized by one-house per acre, tucked among abundant native vegetation, with no sidewalks or streetlights to detract from the country-like setting.
The least-dense subdivision proposal for 22 houses on 9.59 acres, described as “Alternative 3” at the December 9 ENN, would not appear to comply with the city code requirement for 50% of each lot to be “open space,” which is set forth in City Code Section 14-5.5(A)(4)(b)(v).
Old Pecos Trail (OPT) is the last remaining scenic corridor into Santa Fe and its value to our community is clear from the designation of the entrance to OPT at Interstate 25 as Santa Fe County Open Space and from a 20-year, community-wide effort to ensure that this value is protected by appropriate ordinances and zoning.
We requested a second ENN meeting to address material changes that had been made to the Development Proposal Plan and inaccurate information on the initial application by the developer. The developer's response was to increase density instead.

Why is this important?

URGENT: We have a short window to protect Santa Fe’s Old Pecos Trail Scenic Corridor from over development. The proposed re-zoning of this nearly 10 acre property at 2200 Old Pecos Trail would set a dangerous precedent for the last remaining Scenic Corridor to Santa Fe’s Historic District.

How it will be delivered

By email and, if possible, in person.

We are requesting your help in raising funds to place a full-page ad in the SF New Mexican prior to the City Council Meeting proposed for Dec 14th. The goal of this ad is to inform Santa Feans of the valuable asset they could lose forever and:
Request they attend the council meeting in person
Post comments in opposition to up-zoning on Prime.gov website (After Nov 30th when agenda will be posted).
This is our last chance to tell the council how we feel about this important issue and so the greater the number of people who show up, the greater impact we could have.
Please click on the link and also forward this to your friends so we can reach as many people as possible. https://gofund.me/00f92d84
Thanks

Bruce’s recent article in the Old Santa Fe Associations clearly outlines the issues at stake in Preserving Old Pecos Trail from over-development by inappropriate rezoning:

We continue to wait for confirmation of the City Council meeting which should be posted on prime.gov on November 30, if the meeting is scheduled for December 14.
We will all need to re-submit comments at that time and plan to get people out in force to the City Council meeting.

It seems on the last mailing Maggie Moore’s email address was incorrect. Since many of you are planning to send letters to be included in the packet that will be given to the Governing Body regarding the attempt to rezone at 2200 Old Pecos Trail, please note that Maggie Moore’s address is:

Margaret Moore at the City of SF has stated that the Council hearing for Old Pecos Trail regarding rezoning will NOT be scheduled in October and more likely heard sometime in November but keep monitoring the City website under "Meetings and Agendas" because we do not want this to slip by unnoticed!

Keep writing those Letters to the Editor, at the Santa Fe New Mexican and maybe even the Reporter so we keep this issue on the radar.

Thursday night's close 4-3 vote by the Planning Commission recommending approval of the developer's Rezoning request, although disappointing also gives us something to work on. Don't Lose Heart or Hope! The fight is far from over at this point. All concerned need to keep up the good fight in all ways allowed as this case goes forward. Per the City's Land Use Code, the Planning Commission's recommended approval of the developer's Rezoning Request can't proceed to the Governing Body until the Commission adopts "findings of fact" supporting its recommendation, probably September 1. it will be important for all concerned to review those "findings" because opponents of this rezoning will need to challenge them as being unsupported or contradicted via written comments before this case goes to hearing by the Governing Body and at that hearing (I'm guessing that hearing will be in late September or early October).

A recent letter received by Bruce Throne indicates that there WILL be a ZOOM option. However for those of us in town on that date, we need as many as possible to attend in person. Go to the city of Santa Fe website for details for the July 7,2022 Planning Commission Meeting

2022-06-16 00:22:16 -0400

The Planning Commission is scheduled for July 7, 2022. Please consider writing or calling Dan Esquibel, Case Manager, [email protected], 955-6587 to request that the Planning Commission provide a participatory Zoom option in addition to the scheduled in-person hearing on July 7, 2022. Without such an option the city is choosing to limit public participation in the era of COVID.
