I am not a legislator so this part would have to be written by a legislative expert. Change Federal and all State domestic content requirement from one of the lowest of any nation on earth from 60% to 70%. This would ignite small business growth all around the U.S., wipe out unemployment, shrink the deficit, fund public works and schools, renew manufacturing and reverse the shrinking of wages for all Americans from all classes.
