Read before you vote.

This bill assures that the voting member or signer has read and understands everything in this bill. It also assures that a vote will not be cast until the bill is read and understood. It applies to the executive branch that they will not sign the bill into law until it has been read and understood.

Why is this important?

This applies to elected officials. I believe that before any congressman or senator votes on a bill, they much sign a pledge that states that they have read the bill and they understand what the bill will do. It would cut down on the size of bills being introduced.
