Reduce Flooding in Chapel Hill

We, the Undersigned, petition the Chapel Hill Town Council to direct its staff to implement the following measures to reduce flooding :

Enact tighter stormwater regulations in upstream watersheds.

Reinstate Council development review for proposals that are located in low-lying areas and floodplains.

Seek FEMA assistance to relocate flood-prone structures.

Enforce Chapel Hill’s tree ordinance.

Adopt the recommendations of the Booker Creek working group.

Why is this important?

Whereas rainfall events are becoming more frequent and intense due to global warming; Chantal was only the remnants of a tropical storm;

Whereas both Eastgate Crossing & University Place flooded businesses in 2025 at higher levels than any previous levels. For example, Eastgate businesses flooded 2’ in 2018 and 5’ in 2025. 

Whereas flooding endangers lives and causes financial hardship to popular town businesses.

Whereas hundreds of residences experienced flood damage during Chantal,

Whereas Chantal severely damaged OWASA’s infrastructure for an estimated cost of $5 million, including damage to University Lake, sewer infrastructure, and the Mason Farm wastewater treatment plant;

 Whereas Chantal caused an estimated $5.9 million in repairs to Chapel Hill Greenways.
