"we the people of the state of florida adopt a cost saving measure which promotes fairness to the uninsurred. as is written, an uninsurred person could not be charged any more for a medical service then the rate at which medicaid pays for that same service. this simple measure could provide an ability for the uninsurred to pay his or her bill when their bill for a medical service is consistent with what medicaid would pay for that same service. even if the uninsurred was unable to pay for the medical service, the outstanding balance would be substantially reduced from its current inflated value providing a substantial reduction in the overall costs of the unpaid medical service.. this provision would provide substantial relief to any entitity providing subsidy toward any unpaid medical service received by an uninsurred individual and should therefor lower the overall cost of healthcare in our state"
Why is this important?
it is about time that the uninsurred are not charged more for medical services than insurance companies. it is a known fact that the uninsurred are charged 4 to 10 times more for the same services. if we are concerned about the rising costs especially attributable to the unpaid medical costs we have an opportunity to reduce these unpaid costs by reducung what hospitals can rite off as unpaid. if we use the medicaid fee structure we can substantially reduce our unpaid medical costs saving billions of dollars each year.
