Reducing Mass Shootings by Reducing The Rate Of Fire

Rather than banning specific types of weapons and risking a violation of the Second Amendment, it is proposed that legislation is enacted that would limit the rate of fire of any weapon to approximately five intermittent discharges within five minutes, the final rate to be determined after deliberation. This rate of fire should be adequate for hunting, target practice, and self-defense while reducing the likelihood of mass shootings.

The tragedies of mass shootings must be confronted while respecting the Second Amendment.
