First-time offenders should have the opportunity to redeem themselves in society in lieu of prison.
Why is this important?
If an individual's criminal history does not denote recidivism, and a reasonable period of incapacitation will effectively produce desistance, then lighter sentencing or the cessation of it should be implemented upon review.
