1. Require all signature gatherers to post proof of CA voter registration where they gather signatures.
2. Forbid ANY compensation for gathering signatures.
3. Reduce the number of confirmed signatures to a smaller percentage of registered voters required to qualify a proposition.
Why is this important?
Many signature gatherers are from outside California or paid by the signature.
