Register Animal Abusers

To whom it may concern,
We shouldn't give animal abusers the right to be within a certain distance from animals after being tried and convicted of animal abuse. By allowing these abusers out on the streets with no registration we are allowing these animals to be put into harms way. If we were to register these abusers we can ensure these offenders will never be able to own or be close enough to these animals to commit the crime again. More often than not these abusers are second offenders and we are allowing this to happen over and over by not registering these offenders in each state. James Lee Lyons, 52, was arrested, and charged twice for animal abuse, and tighter laws could have prevented this from happening a second time. He was allowed to be in a close enough range to commit this crime twice, by having this law put into place we can make it harder for these abusers to commit the crime for a second time.

Why is this important?

Animals can not tell us when they are harmed and they can not make change. Animals deserve rights but have no voice,it's up to us to do the right thing and put a stop to these persistent crimes against animals.
