Regulate Hydrofracking Responsibly
Motivated to stimulate the economy, encourage responsible use of the revolutionary technology of directional drilling and hydrofracking of shale formations. But put in place sufficient talent to review its application so that public groundwater resources are adequately protected. Recognize that Murphy's Law is bolstered by statistics of unintended consequences, by human error, by earth's inherent unpredictability and by the dangers of the oil business, concluding that occasional, rare damage will be a result of the much greater benefits to expect from a bonanza of energy.
Know that in Colorado, the Niobrara Shale lies over a mile below the surface, whereas the Mancos on the Western Slope is usually shallow, so differences in local application should be factored into controls. Pay special attention to more general matters such as well casing and cementing protocols and favor the use of more benign fracking fluids, so that inevitable failures have neutral impact.
