Stop sending 1st & 2nd time nonviolent drug offenders from being sent to jail. Let's put them in rehab so they have a fighting chance of getting better.
Why is this important?
I have family members perfectly capable of working but are not because they once committed a nonviolent, 1st time drug offense which taints their background making it harder for them to obtain work.
