Much as California did through proposition 13, the citizens of the United States, as a united body, should have the right to decide who sets salaries/benefits for Congress, and insure that their collective actions impact their livelihood just as it does all other Americans.
Why is this important?
We have a fat-cat Congress refusing to handle the business of the people. When they decided to cut spending to much that benefits every American and would help grow the economy, rather than raise taxes on the wealthiest one percent, they should have been the first to lose their inflated salaries, their pensions, their perks.
They should not have the right to vote their own salaries or benefits, and their actions should impact them right along with everyone else.
