Unless Congress acts to reinstate the pretax benefits, there will be a bias in favor of automobile commuting, with public transit commuters only able to set aside $125 a month, and auto commuters allowed up to $240 a month. This subsidizes the more polluting automobile over the cleaner and more energy efficient use of buses, trains and automobiles. See
