Rent Control: State Regulated Pricing Cap
This petition is for the regulation of fixed pricing rent control. This is a FIXED maximum pricing cap per sq./ft. per month. Landlords may only charge Tenants no more than the maximum allowable CAP. Fixed pricing REDUCES corporate developers from acquiring property for the use of maximizing profitability, creating the gentrification GAP, and reducing net incomes of California residence.
This petition is designed to reduce the risk of "false market" equity inflation rates from rising, and stabilizing equity more in line with the rate of monetary inflation and interest rates. This petition is designed to sustain local spending, generate small business growth, allow poor and middle-class income families to retain income, and increase local jurisdictions tax revenue.
This Petition is as follows:
The maximum allowable a Landlord may charge a Tenant if petition becomes Assembly Bill and law:
- First-year assembly bill passes, Landlords may not charge more than $1.19 per sq./ft. of habitable living space per month (commercial property is exempt).
- Every year after, the landlord may increase the price per sq./ft. by .75% annually.
- Landlords may not charge a deposit 30% greater than one month's rent.

Why is this important?
This petition is to make our state legislature and governor aware that lower and middle class Californians need a safe guard of protection. This is to protect low income and middle class income Californians, from unforeseeable risky fiscal events due to the lack of "controlled and regulated" financial sectors, in both banking and housing markets. This petition which I hope with the best intentions becomes law, is a safe guard to protect both the lower and middle class, and to protect California's economy if another housing bubble collapse was to occur. This petition is to generate a realized market condition, rather than a false market condition which involves risk, and lessens quality of life.
