PLEASE enact asap these 4 great ideas & budget items:
-- H-5819, S-669 COMPREHENSIVE COMMUNITY-POLICE RELATIONS ACT: After 10 yrs. of intense negotiations among so many community groups, RI's State Police Chief, Providence Public Safety and Police Chief, indeed all Municipal Police Chiefs, Council of Churches, etc. back mutual RESPECT, not bullying, e.g., record all motor vehicle & pedestrian stops, and ban 'consent' searches of juveniles w/o reasonable suspicion or probable cause.
--H-5655, S-503 Prohibit any individual convicted of DOMESTIC VIOLENCE or subject to a restraining order, from possessing a FIREARM.
--H-5383, S-299 Make OUT-OF-SCHOOL SUSPENSION the LAST RESORT in discipline, especially for subjective 'offenses' like disrespect or insubordination by racial minority and disabled kids. (Last year 145 such 1st graders entered RI'S school-to-prison pipeline.)
-- H-5818, S-261 Help habitual law-abiders get jobs: after 10 such yrs. EXPUNGE up to 5 MISDEMEANOR RECORDS except for DWI and Domestic Violence.
-- In RI'S 2015-16 Budget, FULLY FUND RI's share for Earned Income Tax Credits, food stamps, far more home & community-based long term care, and Open Doors to end chronic homelessness in 2016.
