Repeal 3-5 am no parking in Edgewood

The no 3am-5am parking in Edgewood ordinance is unconstitutional because the penalty in $20.00 or more which is roughly half the cost of a permit. The permit set the value of said parking at $45.00 a month. So $20.00 is excessive and therefore unconstitutional. https://www.nytimes.com/1993/06/29/us/the-supreme-court-excerpts-from-ruling-on-seizure-of-property.html
The purpose of the Eighth Amendment . . . was to limit the Government's power to punish. The Cruel and Unusual Punishments Clause is self-evidently concerned with punishment. The Excessive Fines Clause limits the Government's power to extract payments, whether in cash or in kind, "as punishment for some offense. . . ."
Please sign to eliminate this no parking rule because it is unlawful and prevents officers from patrolling the streets. Also, it limits ability to entertain in our homes as guests are subject to tracking and fines.

Why is this important?

Unfortunately, the Edgewood borough has been discriminating against me and I've had to create this petition which will be followed by a discrimination Lawsuit and civil case to get money back plus towing fees. In addition I will be filing a freedom of information act request for amount of money the Chief Messina fraudulently took from residents and said residents were never paid back or notified.
