Repeal the head injury surcharge from speeding tickets.

Currently in MA there is a fifty dollar head injury surcharge applied to speeding tickets. I find this unacceptable. If you violate the speeding law you should pay the penalty for the violation. There is also the surcharge that you pay on your insurance. There is no reason that you should ALSO have to pay a fifty dollar head injury surcharge because you were caught speeding. You didn't cause anyone's head injury, there was no head injury caused by your speeding.
