Require a mandate in gubernatorial elections.

Require that a candidate receive at least 51% of the vote in a gubernatorial election. If no candidate receives the required votes, a run-off between the two candidates with the highest percentage of votes should be held.

Why is this important?

The Governor of Texas should be elected by a majority vote. It is a shame that any elected official should hold office with only 40% of the votes going to him or her.
