Require basic math skills per grade level

We are functioning with a "back-end" mindset. To halt the graduation of students without basic math skills, states instituted mandatory testing in order to secure a high school diploma. This is what I term "back-end" teaching: Trying to alleviate noticed problems by placing additional constraints on secondary teachers and students. Mandated skills should be established at every grade level. Halt promotions of students lacking basic math skills.

Why is this important?

Do not promote students repeatedly when they fail to master basic grade-level math skills.
