Require License to drive RVs

Require drivers of RV and/or trailers in excess of 20ft to pass an extensive driving skills test, requirements being same as for commercial class drivers.

Why is this important?

We see a high rate of accidents and damage related to people attempting to operate vehicles they have never been trained how to drive. Numerous occasions of large RV changing lanes causing accidents they were not directly involved in, so the report doesn't count them as the cause. Large RV trailers hung in driveways from driver not understanding clearances. If it's over a boat trailer it should be classified as requiring commercial type of license to operate/pull.
