REQUIRE THAT ALL SEX OFFENDERS REGISTER
When an INMATE from any State or Federal Prison, County Jail or Halfway House male or female goes in front of a Prison Board/An Administration Hearing and are FOUND GUILTY they should be required to register upon parole or probation as a sex offender. Its a vicious act if it happens to the person serving time for traffic tickets in the county jail or serving time in a State or Federal Prison. Just like if it happens to a child or adult whose not incarcerated.
Under California and most state law, an inmate found guilty by the Prison Board or at an Administration hearing for a sex offense does not have to register as a sex offender upon parole or probation. A case would have to have been fully charged by a Judge or Jury to be considered a conviction.
#1) If an offender is found guilty by the Prison Board/at an Administrative hearing they should be required to register as a sex offender upon their release to parole, probation and or no supervision (maxed out). The Public has the right to know if they are living next to a sex offender.
#2) and or the law should require all sex offense cases that are committed while incarcerated be tried by a Judge or Jury and handled with the same level of sentencing like sex offense cases committed while not incarcerated.

Why is this important?
If an inmate is caught sexually assaulting, sexually battering, assaulting with intent to commit rape and they are arrested in prison, called an "In House Arrest" most of these cases are heard by the Prison Board/an Administration Hearing and a disciplinary action is handed out to the offender. The offense may be put on their arrest record, however, upon Parole or Probation they are not required to register as a sex offender. Them not registering is a public safety issue that needs to be changed for the safety of our children, the safety of us all.
