WHEREAS Congress has proven itself to be dysfunctional, and
WHEREAS Congress has shown a clear and lasting inability to put the welfare of the American People before their own ideology,
LET IT BE RESOLVED that We the People will VOTE AGAINST ALL INCUMBENTS in ALL Federal elections, UNTIL ALL INCUMBENTS HAVE BEEN REPLACED.
