Restore our Historic Mural at 2751 21st St., SF, Mission District

Historic Carnaval Mural
San Francisco Planning Department
Historic Preservation, Deputy Director
Supervisor Jackie Fielder

On or around June 18, 2025, the mural located at 2751 21st Street was removed by the building owner.

This mural held significant cultural and historical value. It depicted the legacy of Mestre Carlos Aceituno (DJ AGANA), a beloved Carnaval leader and founder of Fogo Na Roupa. His legacy continues through Metzi Quetzal and her partner, Jose Rivera, who have carried forward Carlos’s vision and work. Fogo Na Roupa is one of the oldest contingents participating in Carnaval San Francisco, with a 48-year history of cultural contributions.

The building owner has violated the Federal Visual Artists Rights Act (VARA), Title 17 of the U.S. Copyright Code.

We respectfully request that your office investigate this matter and require the building owner to restore the mural in recognition of its cultural significance.

Thank you for your attention and support in preserving San Francisco’s cultural heritage.
