Any amendment to a bill must pertain directly to the bill itself. Currently totally unrelated issues get attached to bills and often get overlooked by even those who are voting on the bill. Also, this method is used to get pet projects authorized that would never stand the light of day if presented on their own.
Why is this important?
Currently, with a few exceptions, virtually any amendment can be attached to a piece of legislation at both the Federal and State levels(there is at least one state that has a restriction in place). The intent of this petition would be to create necessary laws to prevent this from happening.
