Because too many teen drivers perceive vehicles as either toys for amusement, or status symbols to impress their friends, and because discipline in schools needs more support, be enacted that from now on all new teen drivers should have no lower than a B in citizenship.
Why is this important?
Be it enacted that any minor, or California high school student should have a minimum of B or above in all their citizenship grades in school in order to obtain a driver's license.
