Why is the Department of Developmental Services spending more money on institutions that continue to decrease in client numbers every year, rather than directing that money to regional centers and community organizations? Why are you proposing to spend more money to support operations of these State institutions without taking into account the diminishing population in the Developmental Centers, and their role in California's commitment to its developmentally disabled citizens?
