The Congress of the U.S. shall create a special national debt reductions savings bond program for the sole purpose of reducing the national debt to be purchased by residents living in the United States. Congress shall be prohibited from issuing new debt as the old debt is retired except in cases of a national emergency in which case each member of the House and Senate must cast a vote after which each member must notify his constituents of his vote.
Why is this important?
Congress is unwilling to solve the national debt problem; consequently, the citizens of the United States must act to force Congress to address the issue.
