  • Appeal to Retain Medicaid Benefits
February 16, 2025   Meghan C. Rusco 131 York Street   Auburn, NY 13021  [email protected]  (315)406-9247  February 16, 2025   Syracuse District Office 440 South Warren Street Suite 706 Syracuse, NY  13202 Phone: (315) 233-4333     Dear Dear Congressman John W. Mannion,   I am writing to express my views regarding Executive Order 14009: Strengthening Medicaid and the Affordable Care Act (2021); Executive Order 14070: Continuing to Strengthen Americans’ Access to Affordable, Quality Health Coverage (2022)and to respectfully request your attention and action on this matter.   I reside in Auburn, NY, within the 22nd congressional district where you serve, and I work in Cayuga County. I hold a Bachelor of Arts in Psychology, I am a small business owner, and I work for a non-profit that supports health equity for residents of Cayuga County in New York by offering support in overcoming barriers to services for underserved populations such as the elderly. I also sit on the Cayuga County Mental Health Sub-committee to help support working families who support those clients with their disparities and barriers.    I work passionately alongside providers and citizens to help connect those in need with life-altering services such as healthcare, housing insecurity, food insecurity, and educational opportunities. The work I do both through my career as a non-profit professional and my own business helps bridge gaps in people’s lives, which empowers them to become the healthy and strong citizens they can be. Therefore, depriving them of these invaluable resources would create struggles within these populations, which could reach catastrophic proportions and likely increase rates of suicide, substance abuse, and violence.  The changes the current administration is attempting in limiting and/or eliminating Medicaid funding will cause irreparable damage to the progress we have made in bridging these gaps in society and exacerbate current issues while creating additional ripples throughout society, which are already being seen as people are losing their jobs and falling into poverty. Often, the people affected have worked for decades to build up their lives and escape the grip of poverty; I have devoted my life to bettering my life and the lives of those around me. This is why I cannot sit idly by and watch our great country be stripped of its integrity or core values. I represent everyone I have worked with who allows me to advocate for them in my community.    Although there is an excellent discrepancy politically about this matter, I urge you to use your influence to advocate for a solution to benefit all Americans, regardless of their financial status or dependency on public support. We beseech you to please represent our citizens in the manner they deserve regarding this issue. After all, America was built on a foundation of empowerment and strength. I feel called to exercise my rights and responsibilities as an educated professional to advocate for those I work with and live beside.    I understand you have many pressing responsibilities, but I believe this issue deserves your serious consideration. I would happily provide additional information or discuss this matter further with you or your staff.   Thank you for your time and dedication to public service. I look forward to your response and your leadership on this vital issue.   Sincerely,   Meghan C. Rusco

  • Tell DC Council: ICE OUT OF DC!
Dear Councilmember,  Just last year, the District of Columbia  was a sanctuary city where ICE was responsible for its own mission without active support from local police. That ended in September 2025, with Mayor Bowser's executive order 2025-090 and her words of thanks for President Trump's federal surge.  Since then we've routinely seen MPD Officers and other District law enforcement working hand in glove with ICE and other federal agents who use racial profiling to harass and kidnap our neighbors and traumatize little children. There is a mountain of video evidence and we will not accept any more denials from DC officials.  We've seen federal agents use flash bang grenades in our neighborhoods, shoot into cars, put children in handcuffs, and carry weapons of war that have no place on our streets. These agents are nameless and unaccountable, wearing masks, driving unmarked cars - often with no license plates in clear violation of DC laws. Families of color are being targeted. From pre-K and up, our kids are terrified of ICE taking them or their loved ones away.  Worst of all, the Federal agents involved in the murder of Alex Pretti, Renee Good, Keith Porter Jr, Silverio González and others have not been held accountable. For all we know, one or more may now be working the streets of DC, possibly with an MPD escort.    And because MPD has refused to answer questions from the DC Council, there is far too little transparency or accountability. MPD has lost our trust and many of us are afraid to call for help when we need it. To date, only a handful of DC Council Members have used their voices and their power to demand accountability for ICE and the other federal agents occupying our city. This is unacceptable.   As DC voters choose a new generation of leaders, we demand you DO MORE: • We demand an immediate vote on legislation that will ban MPD collaboration with ICE and Federal agents assaulting our neighbors and trampling on our rights.  • We demand you speak out against ICE’s brutality and speak up for the rights of everyone who lives and works in DC.  • We demand immediate information about whether the agents involved in the murders of Alex Pretti and Renee Good are now or have ever worked in DC. • We demand full accountability for any federal agents who break DC’s laws.  Footnotes: https://www.bestlawyers.com/article/is-time-running-out-for-dc-s-sanctuary-city-law/6936 https://www.nbcnews.com/politics/politics-news/bowser-trump-police-takeover-lower-dc-crime-national-guard-ice-rcna227582 https://x.com/MayorBowser/status/1962951947436032219 https://www.instagram.com/reel/DT1onIwEUV3/ https://www.nbcwashington.com/news/local/no-charges-for-two-federal-agents-who-shot-at-unarmed-suspects-in-dc/4043820/ https://www.theguardian.com/us-news/2026/jan/16/keith-porter-jr-ice-killing https://truthout.org/articles/ices-murder-of-renee-nicole-good-was-not-an-aberration-it-is-the-new-normal/ https://51st.news/lawmakers-question-bowser-dc-police-ice-cooperation/ https://51st.news/dc-police-work-with-ice-traffic-stop-deportation/

  • Drop 33 year old Misdemenor Traffic charges against Mr. Michael V. McNamara
In 1979 Mr McNamara was charged with a Misdemeanor traffic charge in the state of Illinois. 33 years later, Mr, McNamara is still be effected by this state oversight. He has been refused a license in his current state of residence for 12 years because the state of Illinois has not cleared his record as it should have by their own state statutes in 1984. Mr. McNamara's 14th Amendment rights has been violated by the state of Illinois by perpetuating this injustice and the State of Washington for disregarding a valid Florida License, with over 29 years of absolutely no traffic violations, in favor of the Illinois position that has as a result denied employment and medical services to Mr. McNamara. In the state of Washington, one needs an state ID or License to be gainfully employed. The DOL in Washington has stated that in order to receive an ID, his Florida license must be surrendered, leaving him with no license at all. Please sigh to show your support for Mr. McNamara and for the states of Illinois and Washington to pardon this offense and allow Mr. McNamara to apply and receive a valid Washington state license based on his impeccable and valid driving record with the state of Florida.

  • Make immigration reform fair for women
Members of the Senate Judiciary Committee, and of the Gang of Eight: protect the Senate immigration bill from attacks that would weaken it, and strengthen it by supporting amendments that give women, caregivers, and family the respect they deserve by: • Honoring the family immigration system—which has been the main channel for women to come to America for centuries. Support amendments put forth by Senator Hirono that value family immigration and reject any amendments that further limit family immigration or devalue family ties in the merit system proposal. • Letting all undocumented women in the country today reach their dream of citizenship. Support Senator Feinstein’s amendment to change the date for qualification for legalization to be the date of bill enactment (and vote against any attempts to move the date earlier than 12/31/2011); support amendments that allow penalties or fines to be paid in installments; and oppose amendments that increase penalties, income requirements, or back taxes. • Honoring the work that women do as caregivers and domestic workers in the paperless economy. Vote against amendments that exclude the use of sworn affidavits as proof of employment and support amendments that ensure that pay lost due to labor violations will not be held against an applicant.

  • More services for pregnant and teen parents
Connecticut State Department of Education was granted $1,999,991 to the Program Models: High schools/Community Service Centers; Public Awareness and Education. This program serves as the lead agency to develop and implement the Connecticut Support for Pregnant and Parenting Teens Project (SPPT), which is a school-based grant program for five Connecticut school districts with high teen birth and school dropout rates. This project targets pregnant and parenting Hispanic and African American youth in grades 9 through 12 and aims to improve health, education, and social outcomes through partnering with the Connecticut State Department of Public Health and Social Services. CSDE also is creating a social marketing campaign to disseminate information about existing resources for pregnant and parenting teens and their children. The country spends billions of dollars building war plane, how can $1,999,991 provide adequate services for this population? Our children are our future, and we need to make sure that they stay in school to be able to obtain an education. There is a great demand for child care for teen parents, and incentive programs to reduce drop- out rates. We are asking for more money to be allocated to this population.

  • Extension of Unemployment Benefits for Long Term Unemployed
Action is needed today (12/11/13) within hours to protect people who have been unemployed for more than 6 months. As of Jan 1, 2014, unemployment benefits for people who have been unemployed more than 6 months will end. The average time for finding new work is still 33 weeks, 7 more weeks than basic unemployment benefits. It is even worse for people who are over age 55; this group finds new employment in an average of 49 weeks! (See AARP bulletin http://www.aarp.org/work/job-hunting/info-11-2013/the-employment-situation-october-2013-AARP-ppi-econ-sec.html) Too young for Social Security and without young children to help them qualify for public welfare programs, unemployed older Americans are being cast adrift by omitting an extension of long-term unemployment benefits from the December 2013 Congressional Budget Compromise. Action is needed in the next few hours to help people who have worked hard for decades to have heat and food for the additional weeks it takes to find new employment.

  • Black Movie Month
African Americans have a voracious appetite for entertainment and $6.3 billion in buying power, according to a recent Black Entertainment (BET) Networks report. The study states that 81% of the films seen by African Americans do not prominently feature an African American cast, storyline or lead Black star. While African Americans make up 12% of the total movie going audience and represent a total of 195 million trips to movie theaters annually, of the 402 releases in 2011 only four were made by or feature a person of African descent in a leading role: "Tyler Perry's Madea's Big Happy Family" (Lionsgate), "Big Mamas: Like Father, Like Son" (20th Century Fox), "Jumping The Broom" and "Columbiana" (TriStar Pictures). African American moviegoers seek content that is reflective of the diversity of Black life and not limited to one type of story. African Americans are not monolithic and have an appetite for films that range from Blockbuster mainstream actions films to African American romantic comedies. Given the above, we the undersigned ask that the supply of Black films with diverse stories meet the demand-- $513 million spent annually by African Americans on movies.

  • Tell President Trump & Congress - National Concealed-Carry is Dangerous for Communities and Schools
This legislation (S. 446 & H.R. 38) will allow extremely dangerous individuals to carry loaded, concealed guns in states that otherwise would have laws to prevent them from doing so. In essence, states with the weakest gun laws will now set the standard for the nation, allowing individuals with NO SAFETY TRAINING, with VIOLENT MISDEMEANOR CONVICTIONS, or with a demonstrated HISTORY OF DRUG OR ALCOHOL ABUSE to legally carry concealed, loaded guns in every state in the country. Additionally, this legislation not only affects our communities, but many of our K-12 schools, colleges and universities as well. Individuals who may not qualify for a concealed license in one state, would now be able to obtain a permit in another state with minimal or no requirements and legally be able to carry in their home state. For example, a 19-year-old college student in Texas (whose minimum age for a permit is 21) would be able to obtain a permit from Utah (minimum 18) and legally be able to carry on his or her campus in Texas. For these, and other reasons, I ask you to oppose S. 446 & H.R. 38, and similar legislation. Thank you.
