Public approval of government, and particularly the legislative branch, have reached all time lows. By current policies and rules, congressional oversight has been limited to Congress' ability to evaluate executive branch performance. Evaluation of legislative branch performance seems to be entirely vested in House and Senate ethics rules and the ability of the public to exercise their approval of their representatives through the polls. Both of these mechanisms are increasingly being eroded by political party partisanship and "We, the People" are failed by a lack of a truly independent review of the issues that prevent "good governance" in America.
GAO could act as an independent assessment of congressional performance and identify opportunities to improve democracy.
