Ban the selling of ice cream and other non-liquid dairy products by volume (pint, quart, half-gallon). Require these products to be sold by weight, so the consumer knows how much product he/she is actually getting.
Why is this important?
In the USA, ice cream is sold by volumetric measures (pint, quart, half gallon) even though it is not a liquid. This gives manufacturers an incentive to pump the product full of air in order to fill a larger container with less product. In Italy, where gelato was invented, ice cream is sold be weight. This is fairer for the consumer and results in a higher quality product.
