Set restrictions on ammunition purchases

Require all ammunition purchasers to have permits to purchase up to certain amounts of ammunition annually. Require the FBI to review and approve permits for high-volume purchasers. Ban direct purchases of ammunition at gun shows, and from private sellers and online. Require all ammunition purchasers to pick up their purchases at an authorized store. Require them to show their permit and a photo ID. Require all gun show, private sellers, and online sellers of ammunition to deliver orders only to authorized stores. Require authorized stores to record purchases in a national database linked to LEDS to track volume of purchases per permit holder. Program the database system to automatically report to the FBI when a purchaser exceeds the permitted purchase limit.
