Congressional Bills must be limited to one single issue and published prior to vote providing all constituants an opportunity to read and comment.
Why is this important?
Every congressional bill is a quagmire of unrelated pet projects and issues. Let us insist that each issue stand alone and be posted on line for constituant comment. This is the ONE reform on which every citizen can agree, regardless of political position.
