Each bill shall be a stand alone item ,about a single law with no language not directly concerning that specific issue added.
Why is this important?
Congress passes bills that have so many riders and add ons that congressman and women don't even read them. Even if they like the main law they may vote against it because of something that has been added on.If they voted on one thing at time voters will know how they REALLY stand on issues.
